Traditional industrial robots are fenced, with interlocks that cut power when a gate opens. Collaborative robots limit force and speed and monitor contact so they can share a space.

A system that decides for itself must fail safely when its assumptions break. Deciding what a robot should do when it is uncertain is a design question, not a coding one.
